AIIMS Bhubaneswar operates autonomously under the aegis of the Ministry of Health and Family Welfare. On July 15, 2003, the Prime Minister Atal Bihari Vajpayee laid the foundation stone of this institute in Bhubaneswar. The main aim of AIIMS Bhubaneswar is to provide a high standard of medical education to the students. The institute offers educational facilities to the students in the important branches of health care. The major functions of AIIMS Bhubaneswar involve offering excellent teaching at both undergraduate and postgraduate level in order to meet satisfactory standards of medical education. The institute also provides facilities for research in the various branches of sciences and prescribed courses and curricula for both undergraduate and postgraduate level. The institute also trains the teachers for the different medical colleges in India. One of the major functions of AIIMS Bhubaneswar is to establish and maintain dental colleges, nursing colleges, and rural and urban health organisations in order to provide field training to the dental, medical, and nursing students of the institute.
